How We Are Funded

The Norville Center is a non-profit entity under the guidance of the Kaufman County Commissioners Court. The County of Kaufman provides bookkeeping and steady guidance for the facility, but no financial support. Funding for the shelter comes from state funds directed by the Texas Department of Protective and Regulatory Services. These reimbursement fees are designed solely for the care and support of the child. State funds only cover 60% of the cost per child per day. All other needs, such as the facility maintenance and building and grounds upkeep must be sought elsewhere through.

The A. Fern Norville Shelter Foundation is a 501(c)3 organization dedicated to fundraising efforts to help fill the gap between actual operating cost and state reimbursement fees. To be licensed by the State as an emergency shelter, the facility must be a non-profit entity.

The state and federal government expects the shelter to independently raise approximately 30% of the operating budget. This outside funding must come to us through corporate and community donations.
